Speaking through the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, Tinubu lauded the CIPM for nearly six decades of professional contributions to workforce governance. He emphasized that Nigeria's greatest asset is its people—not its natural resources—and declared the government's resolve to build a world-class, digitally-driven, and citizen-centred workforce.
3 Million Technical Talent Programme (3MTT): Tinubu highlighted this flagship initiative as pivotal to developing digital and technical skills across Nigeria and positioning the country as a tech talent exporter.
National Talent Export Programme (NATEP): He also mentioned efforts to promote Nigerian professionals on the global stage, aligning talent development with international opportunities.
Civil Service Transformation: Under the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP25), the President reiterated the goal of achieving a fully digital, paperless civil service by December 31, 2025. The adoption of an Enterprise Content Management (ECM) system was underscored as a major milestone intended to enhance transparency, efficiency, and accountability.
The conference theme, "Reimagining the New World of Work," served as a backdrop for Tinubu's message. He called on human resource professionals, public-sector leaders, and policymakers to embrace the evolving dynamics of work, where technology and humanity collaborate to drive inclusive national development. Tinubu challenged attendees to pioneer workplaces where innovation meets integrity, pushing for a future in which productivity aligns with purpose.
